			<content:encoded><![CDATA[<p>Moody’s has downgraded the deposit and debt ratings of the Bank of Cyprus and the Marfin Popular Bank. They downgraded the deposit and debt ratings of Marfin Popular Bank Public to Baa2/Prime-2 from A3/Prime-1 and Bank of Cyprus Public to A3/Prime-2 from A2/Prime-1. Moody’s has confirmed the deposit and debt ratings of Hellenic Bank Public Co Ltd at Baa2/Prime-2. </p>
<p>The report stated that the country’s real estate market, which is a significant component of the banks’ loan books, remains a risk area with unclear growth prospects and weak demand.</p>
<p>Cypriot government approved the creation of a Financial Ombudsman, offering a cheaper and more simplified option of dealing with economic disputes.  Consumers can apply to the Ombudsman to seek out-of-court settlements on disputes with financial institutions (FI). In good news for property investors, Consumers will be able to submit complaints of a financial nature and the Ombudsman can mediate and arrange a friendly out-of-court settlement.</p>
<p>In General, consumers will be able to seek compensation without having to go through exhausting court procedures. However, if consumers wish, they can turn to court. Ionas Nicolaou, The Legal Affairs Committee chairman  said if there were any problems in its implementation, amendments would be made.</p>
<p>In more good news for investors, foreign interest in the Cyprus property market is showing signs of a recovery with sales during the first half of 2010 up 9.6% on last year. According to figures released today by the Cyprus Department of Lands and Surveys, A total of 231 property sale contracts in favor of foreign buyers were deposited at Land Registries throughout Cyprus in June 2010, compared to 201 in June 2009; an increase of approximately 18.5% compared to last year.</p>

<p>According to The figures, reported by Property Wire and released by the Department of Land and Surveys, the <strong>rise in property sales</strong> is occurring at a slower pace than in previous months, but it remains positive. In good news for property investors in Cyprus, The real estate sales were up 11 per cent during April, compared to 2009, and up 25 per cent in the first quarter of this year. But the growth is down in comparison to the figures that the organization reported for March, which showed a 37 per cent y-o-y growth in sales.</p>
<p>Property sales in Nicosia have increased and are likely to be business acquisitions as Nicosia is not a destination favored by tourists and holidaymakers. Property agents in Paphos and Limassol have reported increased interest. The coastal destination of Paphos was the best performing area, posting a 12 per cent growth in interest in March when compared to February&#8217;s figures. The housing market in Cyprus is hoping that the long awaited changes to title deed legislation will help restore investor confidence in the market.<br />
Nearly 130,000 properties in Cyprus are currently without title deeds, according to official estimates. Recently, The Council of Ministers approved six bills concerning reforms to the legal framework governing building permits and the issue of title deeds which is positive news for overseas property investors looking for property in Cyprus. Meanwhile, developers in Cyprus are adjusting its marketing strategy in an attempt to tempt a glut of more up-market overseas buyers. Luxury developments are to be aimed at wealthier buyers in the Middle East.</p>
<p>In related news, Developer Aristo confirmed it is launching a luxury range of properties likely to be marketed through agents in Middle East. Its other properties are aimed at middle to low end buyers from the UK, Scandinavia and central Europe.</p>

<p>According to Finance minister Charilaos Stavrakis, in the end of 2009, the country will see an economic contraction of 0.5 per cent, but stated that GDP will rise by the same amount in 2010, AFP reports. Meanwhile, Interior minister Neoclis Sylikiotis commented that &#8221; Property investment is much safer in Cyprus than anywhere else&#8221;, adding that regardless of the world economic crisis and the problems of neighboring countries, &#8220;the <strong>housing sector in Cyprus</strong> is quite healthy and still in positive growth rate.&#8221;</p>
<p>The country looks on course to be the sole member among the 16 countries in the bloc to record positive economic growth in 2009, RTE reports. Although the economy slowed in the first quarter of the year, the report said: &#8220;Satisfactory growth rates of both construction and the wider services sector limited the extent of this deceleration.&#8221; Such reports may interest those thinking of investing in the country, as may the interior minister&#8217;s pledge that new building and registration rules will be introduced to further enhance the sector.</p>
<p>In related news, George Mouskides, Chairman of the Association for the Promotion of Property Development said that the situation in Cyprus will begin to become more positive and this, according to all visible signs, will first and foremost influence the property sector.</p>

			<content:encoded><![CDATA[<p>Cyprus could be the only EU member state to see growth in 2009 and the Mediterranean island state is working on alternative measures to combat fallout on its economy from the world financial crisis, according to reports.</p>
<p>According to the EU&#8217;s spring economic reports, The Cyprus economy would grow 0.3 per cent in 2009 and 0.7 for 2010. This compares to negative growth rates forecast in all of the other 26 member states, ranging from -9 per cent in Ireland &#8211; with even worse predictions for some Eastern European countries up to -0.9 per cent in Malta and Greece.</p>
<p>Joaquin Almunia, European Monetary Affairs Commissioner speaking after the European Commission issued downwardly revised economic forecasts and Growth rates would only turn modestly positive in the second half of 2010.</p>
<p>Commenting on the situation in Cyprus, he said that in view of the ongoing global crisis, economic growth was expected to slow significantly in 2009 &#8220;but still remain in positive territory, domestic demand should continue to drive growth.&#8221;</p>
<p>Government officials stressed that the Cypriot banking system is sound and the government pays special attention to its tourism and the construction industry in particular. Kyriakos Karaiskakis, manager of Lartis Developers Ltd said that Cyprus has plans to woo potential buyers from Russia, Iran and other countries.</p>
<p>The government offered assistance to the construction industry in late 2008 with a EUR 25 mln stimulus package and in recently Cyprus has the highest rate per population in the EU, with the housing stock expanding by 30% in the past decade. The Central Bank of Cyprus is also confident that the economy as a whole and the financial system will both weather the current global economic crisis.</p>

			<content:encoded><![CDATA[<p>The governor of the central bank of Cyprus, Athanasios Orphanides, has said that Interest rates may take a fall sooner than expected as the country tries to improve economic risks.</p>
<p>This drop may be a good thing as the house markets would improve after struggling with the continued <strong>increases of interest rates</strong> and therefore repayments.</p>
<p>Mr. Athanasios Orphanides said that it would be wise to look for alternative measures, which will enable our robust banking sector to contribute decisively in restraining further slowdown in financial activity, if necessary. He added that the central bank have already made reductions in specific commercial bank products and loan interest rates and he further said that he expect more significant reductions in loan interest rates in time.</p>
<p>Chairman of the newly-established Association for the Promotion of Property Development, Giorgos Mouskides stated that Interest rate cuts in Cyprus could serve to attract more overseas investors to the country. Mr. Mouskides said that demand for property pushes up in line with the more attractive housing loans granted by the banks and the government’s measures to boost the property sector, he added that this is attributable to the Cypriots’ mood to look for opportunities.</p>
<p>Finally, Mr. Mouskides stressed the need for a cut in taxes and reduction of capital gains tax that stands at 20% and transfer fees at 8%. There is also a need to speed up the procedures for issuing Title Deeds.</p>
<p>In related news, Cyprus plans to tap the international bond markets by issuing one billion euro bond by June in a bid to cover the refinance of the public debt 2.5 billion euros expiring in 2009, Finance Minister Charilaos Stavrakis said. The remaining debt would be raised via domestic bond auctions and short-term borrowing through European treasury bills. He however clearly said that the government is making strenuous efforts so that the public debt will be refinanced with the smallest possible cost for the taxpayer.</p>

<p>According to the Daily Mail, Property hunters looking for a holiday home or sunny spot to retire may wish to consider buying in northern region to take advantage of the low prices available, due to the north still trading in Turkish lira. <strong>Northern Cyprus</strong> offers a wide variety of attractions, including good beaches, food and guaranteed sunshine.</p>
<p>Nick Bointon, from Llandovery, west Wales, told the newspaper that he initially thought of buying in the south to start his holiday business but decided to take a day trip up north to explore</p>
